Controllers in ZOA including myself and a lot of the staff used to teach and say improper phraseology for certain types of SID's.
For example, radar vectored departures used to be taught as such : "(A/C call sign) Cleared to (airport) (departure name) radar vectors (fix) then as filed....."
Another example is for departure procedures that are pilot nav without a transition used to be taught as such: ""(A/C call sign) Cleared to (airport) (departure name) direct (fix) then as filed....."
According to the 7110.65 4-3-2, the correct phraseology for a departure procedure without a transition, which is both radar vectors and any pilot nav filed without a transition is: (SID name and number) DEPARTURE
Example: "United 1071 Cleared to Chicago Airport via SFO8 departure then as filed...."
So to summarize, the only two ways to clear a/c for SID's are the using the example above or the one below:
"United 1071 Cleared to Los Angeles Airport via porte3 departure avenal transition then as filed....."
Also, there is no need to say the full route for pilots that depart and land in ZOA.
For example, a plane that files KSFO to KRNO that does not need to be read its full route in its clearance.
