The OAK_B_CTR SOP says we should instruct arrivals to cross WRAPS 17000 on this STAR to SUU. I had my first SUU arrival tonight and dutifully gave him this restriction. He said he didn't see it in his route, and I looked at the chart and there's no WRAPS on the arrival. Perhaps it's a recent change. It flies the same routing up to LIN as the WRAPS to SMF (which obviously has a WRAPS int).

19. SUU arrivals shall be routed via OAKEY2 STAR. Aircraft not able to accept the STAR shall have their clearance route amended along the OAKEY2 route. Aircraft on CZQ transition shall be instructed to "cross TURLO FL240", then to "cross WRAPS 17000" (to pass above the Bay area arrival streams). Aircraft shall be instructed to "cross OAKEY 10000" and handed off to SUU_APP.

Eric you are correct the WRAPS INI is not on the OAKEY2 arrival for KSUU and the way it is worded can be a little misleading.

What is being said here is:

You tell the AC to Cross TURLO at FL240 then maintain 17000. After they have passed the WRAPS INI and clear of arriving traffic coming into the Bay from the east you tell them to Cross OAKEY at 10K and handoff to APPROACH.

The WRAPS INI is used in this case as a reference for you to go by not a part of the STAR.

Thanks for the reply Dan...maybe it's just me, but the use of quotes around all three of those restructions seems to require that exact phraseology be used in each instance. Thanks for the clarification.

No Its not you it is the way it is written. It is not very clear and should be reworded. Maybe we can get it corrected in the next revision or sometimes in the near future.
