1. PURPOSE:
This Center Policy Statement (CPS) describes the policy regarding removal from the ZOA ARTCC roster.
2. ROLES AND RESPONSIBILITIES:
This CPS shall be maintained, revised, updated or cancelled by the ARTCC Air Traffic Manager and shall be effective unless there is a conflict with the VATUSA/VATSIM policies in which case they shall supercede these policies.
3. DISTRIBUTION:
This CPS is applicable to all ZOA ARTCC controllers and guest controllers.
4. BACKGROUND:
In order to maintain a roster of active and conscientious controllers, this policy sets forth conditions for removal from the roster.
5. ROSTER REMOVAL POLICY
Definition of removal. For purposes of this policy, "removal from the roster" shall mean:
In the case of ZOA ARTCC controllers - the controller will be administratively removed from the VATUSA ZOA ARTCC roster and placed in the VATUSA "removed" roster by the Air Traffic Manager (ATM), and removed from the ZOA Crew Roster by the Deputy Air Traffic Manager (DATM). This action will also remove privileges to control at any position within ZOA ARTCC.
In the case of Visiting Controllers - the controller will be administratively removed from the ZOA Guest Controller Roster by the DATM. This action will also remove privileges to control at any position within ZOA ARTCC.
Removal for non-compliance of policies or procedures. A controller may be removed from the roster at the discretion of the ATM after one or more reports of failure to comply with any VATSIM, VATUSA, or ZOA ARTCC policy or procedure has been submitted to the ATM by a VATSIM supervisor or ZOA ARTCC staff member.
Removal for suspension. A controller may be removed from the roster at the discretion of the ATM should the controller be suspended from VATSIM in an incident occurring as either pilot or controller.
Removal for conduct. A controller may be removed at the discretion of the ATM for an incident reported to the ATM by a VATSIM supervisor or ZOA ARTCC staff member that:
Demonstrates significant disrespect to fellow controllers or pilots.
Demonstrates significant disrespect to ZOA ARTCC staff.
Demonstrates significant disrespect for the reputation of ZOA ARTCC within the VATSIM community.
Removal for inactivity.
ZOA home controllers may be removed at the discretion of the ATM if they have not manned ZOA ATC positions (i.e. non-observer) for 3 hours within a 30 day period as listed on the VATSIM user statistics. The DATM shall send a controller removed due to inactivity a "Removal Notification " email letter. The controller shall have 1 week to appeal to the DATM to be restored to the roster. During the appeal time period, the controller may not man an ATC position. The controller shall only be restored at the discretion of the DATM and ATM. A controller restored to the roster per this section shall retain all position and equipment ratings.
ZOA visiting controllers may be removed at the discretion of the ATM if they have not manned ZOA ATC positions (i.e. non-observer) for 2 hours within a 30 day period as listed on the VATSIM user statistics. The DATM shall send a controller removed due to inactivity a "Removal Notification " email letter. The controller shall have 1 week to appeal to the DATM to be restored to the roster. During the appeal time period, the controller may not man an ATC position. The controller shall only be restored at the discretion of the DATM and ATM. A controller restored to the roster per this section shall retain all position and equipment ratings.
A controller may be removed from the roster if they have not passed the ZOA SOP exam within 60 days of joining the ARTCC. If they have not attempted to take the exam within 30 days, or a controller may also be removed if they fail this exam twice.
- At the discretion of the ATM or DATM, a controller may be removed if they have not attempted to take the ZOA DEL/GND exam after it has been assigned to the controller twice, or if the controller has not acheived a passing score after three attempts.
At the discretion of the ATM or DATM, a controller ranked Observer (OBS) may be removed if they have not trained at least one training session with a ZOA mentor or instructor within 45 days after passing the last entry exam (ZOA Basic or ZOA Delivery/Ground) or after not having trained at least one training session with a ZOA mentor or instructor within 45 days since the last training session.
A controller may request the DATM by email to place him on "authorized leave" status for upto 3 months. The first month of authorized leave status shall be noted on Roster page of the web site. Authorized leave will be taken into account in regards to section 5 (e) (i). Authorized leave will not be taken into account in regards to certification currency requirements in CPS-002.

A ZOA controller who has been removed for inactivity, may apply to rejoin the roster no less than 2 weeks from the date of removal, by requesting a transfer to ZOA from the "removed" roster through the VATUSA transfer process.
A visiting controller who has been removed for inactivity, may apply to rejoin the visiting roster no less than 2 weeks from the date of removal, by contacting the DATM.
A ZOA Controller or visiting controller who has been removed per sections 5 (b) (c) or (d), may apply to rejoin the roster no less than 3 months from the date of removal, by appealing to the ATM, who reserves the right to deny the appeal.
A controller who is being restored, and has not manned an ATC position 6 months prior to the date of restoration, has lost all ZOA position and equipment ratings and must re-qualify for them as outlined in the training process.
