1. PURPOSE:
This letter of agreement establishes standard procedures for coordination of air traffic between Los Angeles Center (ZLA) and Oakland Center (ZOA).
2. CANCELLATION:
All previous agreements are cancelled.
3. SCOPE:
The provisions and procedures contained herein are supplemental to those contained in FAA Order 7110.65 and VATSIM/VATUSA policies/procedures.
4. PROCEDURES:
Unless otherwise coordinated, the following procedures shall apply:
1. General Procedures:
a. Minimum radar separation required by each facility is 5 nautical miles (NM), constant or increasing, except as provided in section 2.
b. Either Center may assign inappropriate altitude for direction of flight (IADOF) provided specific verbal approval is obtained from the receiving Center prior to handoff.
c. A radar handoff and communications transfer constitutes transfer of control for turns up to 20 degrees and transponder code change without coordination.
d. Each Center shall advise the other at the time Center sectors are combined or separated.
e. Each Center shall advise the other at the time major airports change flows, if this change requires a change to STAR routings (KSFO, KOAK, KSJC, KLAX, KSAN).
f. The J110 airway is normally restricted to traffic from SFC (surface) to FL600 during daylight hours from Monday through Friday inclusive, as it traverses R-2508. Outside of these times, the J110 airway may be used when coordinated between Los Angeles Center, Oakland Center, and Joshua Approach (if online).
2. Arrival Procedures:
a. ZLA shall route traffic bound to Oakland Center (including overflight traffic) as follows, providing at least 10 miles in trail (MIT) regardless of altitude between successive arrivals destined for the same airport:
i. San Francisco International (KSFO): from Socal area, via BSR, thence via BIG SUR STAR (during east flows, via BSR, thence via HADLY STAR); from Las Vegas area, via OAL, thence via MOD STAR (during east flows, via OAL, thence via LOCKE STAR). If J110 is in use, KSFO STARs from the Las Vegas area may be routed via CZQ, thence via MOD STAR (during east flows, via CZQ, thence via LOCKE STAR).
ii. Oakland Metro (KOAK): from Socal area, via GMN or AVE, thence via PANOCHE STAR (during east flows, via GMN or AVE, thence via COMMO STAR); from Las Vegas area, via OAL, thence via MADWIN STAR (during east flows, via OAL, thence via MANTECA STAR).
iii. San Jose Mineta (KSJC): from Socal area, via AVE or RZS, thence via ROBIE STAR (during east flows, via AVE or RZS, thence via JAAWS STAR); from Las Vegas area, via OAL, thence via EL NIDO (HYP) STAR (during east flows, via OAL, thence via JAAWS STAR).
iv. Reno International (KRNO): from Socal area, via SAC, thence via SIERRA STAR; from Las Vegas area, via MVA, thence via RYANN STAR.
b. ZOA shall route traffic bound to Los Angeles Center (including overflight traffic) as follows, providing at least 10 miles in trail (MIT) regardless of altitude between successive arrivals destined for the same airport:
i. Los Angeles International (KLAX): via AVE, thence via SADDE STAR (during east flows or noise abatement operations, via AVE, thence via MOORPARK STAR).
ii. Las Vegas McCarran (KLAS): via BTY, thence via FUZZY STAR. RNAV or GPS-equipped aircraft may be assigned the SUNST STAR.
iii. San Diego Lindbergh (KSAN): via LAX or SXC, thence via HUBRD STAR (during east flows, via LAX, thence via SHAMU STAR).
iv. Ontario International (KONT): via PMD or EHF, thence via ZIGGY STAR.
v. John Wayne (KSNA) and Long Beach (KLGB): via SXC or via FLW or FIM, thence via TANDY STAR.
vi. Bob Hope (KBUR) and Van Nuys (KVNY): via AVE or FLW, thence via FERNANDO STAR.
c. Either Center may at its discretion provide direct routing to RNAV or GPS-equipped aircraft with destinations in the receiving Center?s airspace, but no further than a transition point on a published STAR. For airports that are not served with a published STAR, direct routing may be applied to a NAVAID nearest to the destination airport.
d. Unless otherwise coordinated, ZLA shall:
i. Descend all Visalia (KVIS), Tulare (KTLR), and Fresno (KFAT) arrivals from the Southern/Central California area to AoB (at or below) 10,000 MSL, and hand off directly to Fresno Approach (FAT_APP) if online.
ii. Descend all Lemoore (KNLC) arrivals to AoB 10,000 MSL, and hand off directly to Lemoore Approach (NLC_APP) if online.
iii. Descend all Paso Robles (KPRB) arrivals to AoB 10,000 MSL.
e. Unless otherwise coordinated, ZOA shall:
i. Descend all San Luis Obispo (KSBP) arrivals to AoB 8,000 MSL.
ii. Descend all Bakersfield Meadows (KBFL) arrivals to AoB 10,000, and hand off directly to Bakersfield Approach (BFL_APP) if online.
3. Airspace Delegation:
ZLA delegates that airspace depicted on the current published ZLA and ZOA Center sector files, as underlying the ZLA ARTCC, but designated as Lemoore TRACON and Fresno TRACON, to ZOA as follows:
a. Lemoore TRACON (NLC_APP): from surface to 10,000 MSL.
b. Fresno TRACON (FAT_APP): from surface to 10,000 MSL.
