This Letter of Agreement (LOA) outlines procedures to be used by Oakland Center (ZOA) and Salt Lake Center (ZLA).
2. ROLES AND RESPONSIBILITIES:
The Offices of Primary Responsibility (OPR) for this LOA are the ZOA Advisory Board (FAB) and the ZLC Chief.
3. DISTRIBUTION:
This LOA is intended for use by controllers staffing ZOA and ZLC positions.
4. BACKGROUND:
This LOA, when in effect, shall supercede any and all previous LOA's between ZOA and ZLC. This LOA outlines procedures for handoffs and routings between the respective centers. This LOA establishes "arrival fixes" through which traffic will be routed, to establish consistent traffic flows between the ARTCCs.
5. REQUIREMENTS:
5a. General Procedures
5a(1). General handoff procedures shall be in accordance with current VATSIM, VATUSA, ZLC, and ZOA, policies, except as noted in this section.
5a(2). Either Center may assign a cardinal altitude/flight level not normally assigned for direction of flight, provided specific approval is obtained via interphone from the receiving Center, prior to handoff.
5a(3). Altitude changes for aircraft within 5 minutes of the receiving Center's boundary shall be coordinated.
5a(4). Each Center shall advise the other at the time Center sectors are combined or separated.
5a(5). Transponder codes may be changed without coordination upon contact.
5b. Arrival Procedures and Responsibilities:
5b(1). The following table outlines arrival fixes from ZLC to ZOA. ZLC shall route all traffic bound for the listed destination via the corresponding fix most appropriate for the aircrafts cleared route:
Destination Fix KOAK, KSFO, KSJC FMG, MVA, OAL KRNO GASSI, LLC, MVA, OAL KSMF FMG, MVA 5b(2). ZLC shall insure KRNO arrivals are at or below FL220 prior to handoff to ZOA.
5b(3). The following table outlines arrival fixes from ZOA to ZLC. ZOA shall route all traffic bound for the listed destination via the corresponding fix most appropriate for the aircrafts cleared route:
Destination Fix KBIL BAM, DBS, REO KBOI, KGTF, KHLN, KMSO REO KSLC BVL, DTA, MLF KTWF BAM, TWF 5c. GABBS/AUSTIN MOA:
5c(1). ZOA and ZLC have implemented a simplified version of the GABBS & AUSTIN Military Operating Area associated with the Naval Air Station Fallon range complex. The lateral boundaries of the GABBS/AUSTIN MOA shall be depicted on ZOA & ZLC radar sector files. The vertical boundary is 200' AGL to not including FL600. Boundaries are depicted on this graphic.
5c(2). ZOA ARTCC shall be the controlling agency of this airspace. Military pilots may schedule use of Gabbs/Austin MOA with ZOA.ZOA will then pass this schedule to ZLC at least 72 hours before airspace utilization by submitting an email to the ZLC chief, assistant chief, and military liaison.
5c(3). OAK_CTR shall inform SLC_CTR of any changes in the status of the MOA (eg: reserved, "hot", "cold").
5c(4). SLC_CTR shall route all IFR traffic clear of the MOA when it is reserved or in use.
5c(5). ZLC and ZOA ARTCC controllers shall advise VFR traffic within their respective airspace of the status of the MOA. Note that VFR aircraft may enter an active MOA at pilot's discretion.
5c(6). In the event of a "spill-in" condition (non-participating aircraft enters MOA) occurring from ZLC airspace, SLC_CTR shall advise OAK_CTR of the spill-in event. OAK_CTR shall issue a "whisky alert" to participating aircraft within the MOA.
5c(7). Participating military aircraft operating within the MOA shall operate under MARSA and are exempt from FARs for speed and altitude levels during tactical training.
