  1. PURPOSE:

  2. This Center Policy Statement (CPS) describes the organization and responsibilities of the ZOA ARTCC Management Staff.

  3. ROLES AND RESPONSIBILITIES:

  4. This CPS shall be maintained, revised, updated or cancelled by the ARTCC Air Traffic Manager and shall be effective unless there is a conflict with the VATUSA/VATSIM policies in which case they shall supercede these policies.

  5. DISTRIBUTION:

  6. This CPS is applicable to ZOA ARTCC Staff members, and of informational use to all ZOA ARTCC controllers.

  7. BACKGROUND:

  8. In order to smoothly and efficiently execute the various tasks of the ARTCC, the staff members must clearly understand their respective roles and the organization of the staff. This information is listed in this policy statement.

  9. STAFF ORGANIZATION AND DESCRIPTION:

    1. ARTCC Air Traffic Manager (ATM)

      • The ATM is appointed and removed per VATUSA policy and reports the VATUSA Western Region Director.

      • The ATM is responsible for the overall administration of the ARTCC.

      • The ATM is responsible for appointing staff members as described below.

      • The ATM is the chairman of the ARTCC Facility Advisory Board.

    2. Deputy Air Traffic Manager (DATM)

      • The DATM is appointed and removed by the ATM and reports to the ATM.

      • The DATM is responsible for administration of the roster and accuracy of the roster information. Duties may be delegated to the Membership Director, if staffed.

      • The DATM is responsible for monitoring the state of the ARTCC for the ATM.

      • The DATM is responsible for assisting in development and rollout of major projects

      • The DATM is responsible for other tasks as may be assigned by the ATM from time to time.

      • The DATM is a member of the Facility Advisory Board.

    3. Training Administrator (TA)

      • The TA is recommended by the ATM with the approval of the VATUSA Training Department.

      • The TA reports jointly to the ATM and the VATUSA Training Director.

      • The TA is responsible for the execution of the training program.

      • The TA is responsible for the oversight of the mentor program

      • The TA is responsible for the selection of Staff Instructors.

      • The TA is a member of the Facility Advisory Board.

    4. Staff Instructors (SI)

      • SI's are responsible for development of the capabilities of the ARTCC Staff through execution of the Training Program.

      • SI's participate in the development of the Training Program.

      • SI's assess the capabilities of the ARTCC Staff for the TA.

      • SI's are members of the Facility Advisory Board.

    5. Facility Engineer (FE)

      • The FE acts as an advisor to the ATM on technical aspects of flight simulation.

      • The FE is responsible for certification and maintenance of data files related to ATC simulation including sector files.

      • The FE is responsible maintenance of other data files uses in simulation, such as the radar positions file & alias file.

      • The FE assess commonly used scenery files for use in the ARTCC airspace for their impact on ATC operations.

      • The FE is a member of the Facility Advisory Board.

    6. Event Coordinator (EC)

      • The EC assists the ATM to develop the Event Program.

      • The EC is the liaison to Group Flights, Virtual Airlines, neighboring ARTCCs and VATSIM Event Staff for event related activities.

      • The EC is responsible for promotion of ARTCC sponsored events.

      • The EC is responsible for coordinating ATC requirements for Group Flight and VA events.

      • The EC is responsible for publishing an Event debrief, for the FAB members.

      • The EC is a member of the Facility Advisory Board.

    7. Virtual Airline (VA) Liaison

      • The VA Laison contacts VAs to encourage them to hold events in ZOA, increase their route frequency, place hubs, etc.

      • The VA Laison responds to requests for information or to arrange "partner status" of VAs who contact ZOA.

      • The VA Laison regularly reads, and possibly participates, in discussions on the VATSIM and VATUSA forums, looking for VAs that are seeking to expand their presence. When appropriate the VA Liaison contacts the VA management and offers ZOA's assistance in these areas.

      • The VA Laison works closely with the ZOA Events Coordinator in the planning of events by acting as a conduit of information between VAs and the ZOA EC.

      • The VA Laison provides logistical assistance to VAs which are attempting to setup or increase their operations in ZOA relating to such matters as recommending airports or routes to use, advising them on local procedures, answering requests for staffing, etc.

      • The VA Laison is a member of the Facility Advisory Board.

    8. Membership Director (MD)

      • The ATM and DATM may OPTIONALLY choose to staff the position of Membership Director. If the position is not staffed, the duties are fulfilled by the DATM.

      • The MD is responsible for roster upkeep and maintenance.

      • The MD monitors VATUSA's and ZOA's Rosters.

      • The MD compiles roster reports upon request.

      • The MD handles day-to-day roster additions and removals.

      • The MD processing visiting controller requests.

      • The Membership Director is NOT automatically a member of the Facility Advisory Board, unless special invitation is extended by the ATM.

  10. Specific Procedures and Instructions

    1. DATM or Membership Director - Instructions for Roster Administration

      1. New Students and Transfers-In.

        In the description below, the Membership Director position can be used in lieu of DATM where appropriate.

        1. The ATM notifies the DATM of new students or transfers-in by email. This notification may also come as an automated email from VATUSA.

        2. The DATM sends the Welcome Letter to the student by email and copies the TA. The DATM adds the student to the roster.

        3. The DATM assigns ZOA SOP written exam to the new student. The student has 14 days to take this test. The DATM MAY also be asked by the TA to assign the ZOA Delivery / Ground written exam at the same time.

        4. Upon the student passing the ZOA SOP written exam, the DATM records the results in the roster / training notes.

        5. Upon passing the ZOA SOP written exam, the student shall post a message on the message boards requesting training.

      2. Transfers-Out

        1. The ATM notifies the DATM of transfers-out by email. This notification may also come as an automated email from VATUSA.

        2. The DATM removes the transfer-out member from the roster, by marking the member's record as "inactive."

      3. Visiting controllers

        1. The DATM receives a request from the applicant for visiting controller privileges. As appropriate, the DATM reviews the applicant's current VATUSA status and level of training at the home ARTCC.

        2. The DATM adds the visiting controller to the roster and sends the Welcome Letter to the applicant by email and copies the TA.

        3. The DATM assigns ZOA SOP written exam and the ZOA Delivery / Ground written exam to the visiting controller. The controller has 14 days to take these tests.

        4. Upon the controller passing both of the written exams, the DATM records the results in the roster / training notes.

        5. Upon passing both of the written exams, the controller shall post a message on the message boards requesting review for certification at positions that require it.

      4. Assignment of Promotions, Ratings, and Certifications

        1. Staff Instructors perform all promotions and assignments of rating or certifications in accordance with the training program.

        2. The Staff Instructor sends an email or training note to notify the DATM of the promotion/assignment.

        3. The DATM enters the appropriate information on the roster. Alternatively, the Staff Instructor is also authorized to record the information into the roster.

      5. Removal for Inactivity

        Refer to the ZOA Roster Removal Policy SOP.

    2. Facility Engineer Instructions for Sector File Certification.

      The FE is responsible only to certify changes he has made. A sector file is certified by the FE based on the following criteria:

      • All sector (TRACON and CENTER) boundaries are consistent between files.

      • All navaids and airports have accurate positions, frequencies, and identifiers under the appropriate section of the sector file.

      • All intersections have accurate positions.

      • All localizers are indicated by extended runway centerlines, on accurate headings.

      • Sector files are tested and display properly on both VRC and ASRC client.

      • The sector file is versioned.
