1. PURPOSE:
This Center Policy Statement (CPS) describes the Visiting Controller Policy for ZOA ARTCC.
2. ROLES AND RESPONSIBILITIES:
This CPS shall be maintained, revised, updated or cancelled by the Facility Advisory Board and shall be effective unless there is a conflict with the VATUSA/VATSIM policies in which case they shall supercede these policies.
3. DISTRIBUTION:
This CPS is applicable to all VATSIM controllers not a member of the ZOA ARTCC that wish to operate ZOA positions.
4. BACKGROUND:
Controllers from outside ARTCCs are welcomed and encouraged to augment the ZOA roster. However, to provide consistent service to pilots, those controllers will be required to adhere to the policies set forth in this document.
5. VISITING CONTROLLER POLICY:
a. In general, visiting controllers must meet identical requirements as local controllers. The Facility Certification and Rating Policy shall apply to all visiting controllers.
b. The process to become an authorized ZOA visiting controllers is:
Review all applicable documentation, including Standard Operating Procedures, Letters of Agreement, Center Policy Statements, and NOTAMs that apply to the facilities of intended operation.
Apply to the Deputy Air Traffic Manager (DATM) via email for Visiting Controller Privileges.
The DATM will reply with an email invitation to take the ZOA SOP exam. The exam should be taken and passed.
Upon passing the exam, visiting controllers must pass any required over-the-shoulder or written exams required for facility certification and equipment, as given by a ZOA Staff Instructor.
Upon successful completion of the needed exams, the instructor will forward the results to the DATM, who shall note them in the Visiting Controller Roster and forward an email conferring the appropriate facility certification to the visiting controller.
c. Visiting controller privileges may be rescinded for cause at the discretion of the Air Traffic Manager or Deputy Air Traffic Manager.
d. Visiting Controllers holding a rank of I1 or I3 in their home ARTCC/FIR are not authorized to use those ranks when logged onto a ZOA position. They should use the rank obtained prior to the Instructor promotion when connected to the live network.
